- W49202885 abstract "Recessionary periods in a regional economy have proved to be especially difficult times for a public university to have its annual budget approved by the appropriate state legislature or higher education funding agency. We examine a number of factors that may be contributing to this trend and the efforts that public universities have initiated to offset its effects. These tactics include: increase gift giving from alumni and private foundations, encourage faculty to seek more research grants and finally, increase student fees and tuition. These tactics have proved to be reactive in nature and possibly short term in duration rather than proactive in examining perhaps the need to permanently change the role of the university in serving the region. It is proposed that the model of the future public university will be more closely aligned with increasing the economic wealth of the region through workforce development, a focus on entrepreneurship and job creation, a closer linkage with industry needs in research and development, and an increased awareness of regional community development. Should the public university not find a way to convince taxpayers and their elected officials to reverse the trend of decreased public funding, the institution may find itself largely privatized." @default.
