- W52980150 abstract "Penelitian ini mengangkat sebuah permasalahan penelitian : mengapa pada tahun 2005 Cina menyepakati pembentukan kemitraan strategis dengan India? Argumen yang diajukan dalam penelitian ini adalah : pembentukan kemitraan strategis disebabkan oleh perubahan preferensi keamanan (security preference) dalam hubungan Cina dan India dari struktur payoff yang hostile (Prisoners’ Dilemma) menjadi struktur payoff yang memungkinkan kerjasama (Stag Hunt). Demikian pula telah terjadi perubahan tataran isu security, yaitu dari tataran political-military security menjadi tataran economic security dimana AS menjadi ancaman Cina dalam lingkup industri IT—khususnya software. Untuk menghindari kerancuan pembahasan, maka permasalahan akan dijelaskan dengan memakai 1 sudut pandang, yaitu sudut pandang Cina. Argumen diatas dijawab dengan menggunakan kerangka analisa yang menjelaskan : Pertama, hubungan Cina-India dalam struktur payoff hostile (Prisoners’ Dilemma) dalam tataran political-military security (Traditional Security Issues), yaitu seputar rivalitas politik dan konflik perbatasan. Kedua, pergeseran ancaman yang dihadapi Cina dalam tataran economic security, yaitu Amerika Serikat dalam konteks IT. Ketiga, hubungan Cina-India dalam struktur payoff yang memungkinkan kerjasama (Stag Hunt), yaitu melalui manfaat kerjasama software dengan India. Kerangka analisa pokok penelitian ini merujuk pada Robert Jervis tentang pembentukan kerjasama security dimungkinkan apabila terjadi perubahan preferensi keamanan negara dari unilateral defection menjadi mutual cooperation. Dalam perspektif game theory, kerangka tersebut dapat dijabarkan sebagai perubahan game dari Prisoners’ Dilemma menjadi Stag Hunt. Adanya perubahan atau perbedaan isu security berimplikasi pada telaah isu ekonomi sebagai sebuah isu security, yaitu Non-Traditional Security Issue. Kesimpulan penelitian ini adalah bahwa terdapat kecenderungankecenderungan yang mendukung argumen penulis. Bahwa kemitraan strategis Cina-India terbentuk di tataran economic security, yaitu secara bersama menguatkan industri IT-nya, khususnya software, dalam mengikis supremasi teknologi AS. Cina dan India bercita-cita menjadi kekuatan baru IT secara global di masa mendatang.The research question promoted in this thesis is : why, in 2005, China agreed to build a strategic partnership with India? This thesis proposes an argument : the built of Sino-Indian strategic partnership was caused by a change in the security preference of China. This change in the security preference represent by a change in payoff strucuture from Prisoners’ Dilemma in the political-military security realm to Stag Hunt in the economic security realm. The research question will be explained using only China’s point of view. To support the argument above, the writer has to build an analytical framework that explain : First, China-India bilateral relationship in hostile payoff structure (Prisoners’ Dilemma) in the realm of political-military security. The relationship described by power politics competition and border disputes. Second, a shift on what considered as a threat in the realm of economic security. United States (US) is considered as the new and ultimate threat in the realm of economic security, represent by her technological supremacy (digital threat), especially in the software industry. Third, China-India bilateral relationship described as relationship in cooperative payoff strucuture (Stag Hunt) which examined through the benefit of working together to build and strengthen software industry. The writer borrowed an analytical framework provided by Robert Jervis in explaining international security cooperation. According to Jervis, international security cooperation was formed when there was a shift in state’s security preference from unilateral defection to mutual cooperation. Jervis’s framework can be described as a game transformation or game shifting from Prisoners’ Dilemma to Stag Hunt. After implementing the analytical framework, this thesis concluded that the Sino-Indian strategic partnership was formed in the economic security realm drove by a change in the payoff structure. There was a significant benefit by working together in the software industry to become the world IT powerhouse. This partnership in software was also targeted to eliminate US technological supremacy." @default.
