Die europäische Geschichte lässt sich als jahrhundertelange Auseinandersetzung zwischen Kirche und weltlicher Gewalt, die sich später zum souveränen Staat entwickelte, lesen. Die Bedeutung der Kirche verblasste sukzessive, obwohl ihr Einfluss gerade im Bildungsbereich bedeutend war und sogar bis in die Mitte des 20. Jahrhunderts nachhallte. Die Institutionalisierung einer allgemeinen, öffentlichen Schule wurde jedoch gegen die Kirche durchgesetzt. Für lange Zeit gewannen der Staat und die rechtliche Institutionalisierung der öffentlichen Schule die Oberhand. Zunehmend erhalten jedoch alternative Ordnungsmuster eine Bedeutung: Die Zivilgesellschaft, in deren Verständnis immer mehr oder weniger die Assoziation freier Bürger mit aufbewahrt ist, und der Markt. So ist die Governance-Perspektive auch Ergebnis eines historischen Wandels in den Beziehungen zwischen Gesellschaft, Staat und Markt und dem Denken über diese Beziehungen (Ertman 1997; Reinhard 2000). Das wichtigste Ergebnis dieses Wandels beinhaltet: Der Staat steht nicht mehr im Zentrum der Gesellschaft; als „Ordnungsmacht“ sieht er sich gesellschaftlicher und marktförmiger Konkurrenz gegenüber. Zwar werden Forderungen nach wie vor an den Staat adressiert, nicht aber die gleichzeitige Erwartung als „Glaube“, kollektive Probleme auch lösen, gar gesellschaftliche Entwicklungen allein „steuern“ zu können." @default.
