- W563310078 abstract "This study was commissioned by the Victorian ministry of transport with the aim of assessing road pavement costs which would arise from grain movement rationalisation being considered by their consultants, canac. It is concluded that: (1) the simple ERVL relationship between repetition ratio and service life may not apply when the existing or future traffic varies seasonally, (2) the vesys model could be applied to generalise the ERVL relationship to the case where the existing or future traffic is seasonal, (3) the sensitivity of remaining service life to seasonal variation in loading was computed using the generalised model. The generalised model was used with related NIMPAC/ ERVL submodels to assess the impact on road costs of increased grain transport by road on a number of specified routes. With respect to the roads themselves, it was found that any increased transport of grain by road would be expected to result in some increase in 'wear and tear' on the roads concerned, and consequently some increase in both recurrent expenditure (ie, maintenance) and the cost of earlier reconstruction of pavements. The effects have been quantified for a variety of transport options in a selection of localities, by comparing the costs which would be expected over a thirty year period, with the corresponding costs which would be incurred in the absence of additional grain transport vehicles. Expenditures were estimated in 1983/84 price terms, and discounted to 1983/84 using a (real) discount rate of four per cent.
