- W564046675 abstract "It is estimated that the current railway maintenance management practice and decision support systems like ECOTRACK lack resource management methodology and related aspects of work planning. So far, the works are planned on the basis of the quality and age of track elements which represent the most important aspects, but other factors such as the ability and conditions regarding actual performance of these works, and most of all required and available resources, have not been taken into consideration. However, the difference between required and available resources could present a very important constraint to actual performance of the planned works and an important parameter for further adjustments of the work plan. On the other hand, since every alteration to the work plan has its implications to the train timetable, inducing additional costs, and also since it is well known that the length of the track possession periods (as well as the available resources, e.g. machines) has an impact on the work productivity, which also has an effect on traffic disruption, it is obvious that every consideration of resource optimization has to be based on the integrated analysis of direct and indirect costs, searching for the optimal trade-off. Within the current railway environment which characterizes an increase in traffic on many railways and the burning issue of reorganization, i.e. separation of infrastructure and exploitation management, this kind of decision support is increasingly necessary, is feasible, and can bring substantial savings. Systematic estimation of resource requirements is therefore becoming an essential need for every infrastructure manager, and by introducing resource allocation optimization methodology, infrastructure managers will finally be provided with the information and tools they need.
