- W565400237 abstract "The City of Timmins is a significant regional community in northeastern Ontario that has experienced moderate but steady growth in recent years. Coupled with this growth has been a noticeable change in traffic volumes and patterns, associated with expansion of the economic and industrial sectors of the local economy. To address increasing community concern over traffic related problems, the City of Timmins completed a Transportation Planning Study in 1989, which examined existing and projected traffic patterns and focused on significant operational and safety issues related to traffic movement on the Highway 101/Algonquin Boulevard corridor, which provides the only major east-west traffic route through urbanized portions of the City. In addition, Highway 101 offers the only major bridge crossing of the Mattagami River, a structure that is rapidly deteriorating due to traffic overloading, environmental corrosion and age. One of the most important conclusions of the 1989 study confirmed that the existing Highway 101/Mattagami River crossing is inadequate to handle future traffic volumes, and that a new roadway and second crossing of the Mattagami River should be constructed as soon as possible, subject to the completion of a detailed route location and preliminary design study under the terms of the Environmental Assessment Act. In February, 1991, a final Environmental Study Report was tabled on the public record, documenting the results of a comprehensive route planning preliminary design and Class Environmental Assessment Study for a 'Second Crossing of the Mattagami River'. The class environmental assessment process for this study involved extensive input from government review agencies, property owners and local residents. In fact, public involvement was so significant on this study that interaction with residents utimately resulted in an expansion of the original study area and to the selection of a preferred roadway corridor that may not have been considered were it not for the conscious response of the citizens of Timmins. In short, the public participation component of the study was both extensive and responsive. The subject paper will detail the environmental study process leading to the selection of a preferred design for the second crossing of the Mattagami River in Timmins, with particular emphasis on: 1) The extensive public involvement and its relative success in this case study; 2) The overwhelming significance of traffic issues to the community and its real and perceived impacts on the existing social environment; 3) The review of a roadway bypass option and reasons why it was ultimately abandoned; and 4) Support for the Environmental Assessent approach to major municipal studies.
