- W565493402 abstract "Highway engineers everywhere readily accept the need to manage road systems rationally, basing decisions about maintenance and upgrading on assessments of economic benefits as well as engineering costs. Highway design models, such as the World Bank HDM and the TRRL RTIM models, enable engineers to predict road pavement deterioration, quantify the effects of maintenance, and relate vehicle operating costs to road surface condition as well as the horizontal and vertical alignment of the road. To use these investment models fully a large amount of data is required about the road system, pavement condition, traffic, vehicle operating costs, and construction and maintenance costs. Much of this data is laborious to collect and needs to be updated regularly. However, by making a number of simplifying assumptions the models can be used to determine road maintenance priorities utilising only a single easily-measured road condition parameter, surface roughness, together with simple traffic data.
