- W565511033 abstract "Much of the earlier Nigerian freight transportation studies centred around the question of intermodal allocations mainly in response to the steady loss of railway's aggregate shares of the freight market which dropped from 86.4% in 1955/56 to 41.2% in 1966/67 and 5.3% in 1976/77. The studies overlooked the importance of modal service qualities in the modal allocations resulting from the transport choice made by individual shippers. The object of this study is to attempt a quantification of the factors which influence the choice of freight transportation modes in Nigeria. For the purpose, the choice of modes by manufacturing industries has been studied on the assumption that industries are the major users of freight transportation service while the manufacturing industries themselves constitute over 93% of the industrial establishments in Nigeria. The data used in the analysis were derived from the results of a shipper's survey conducted by the author in 1984, since the data needed for the study could not be got from existing sources of published data. It is assumed that the industrial establishments choose a combination of modal attributes which maximize expected utility when a shipment is made. The logit model is then used to estimate the relative contributions of the factors which influence the determination of the modal choice, namely: annual sales of the firm, vehicle ownership, freight charges, transit time, standard deviation of transit time, and reliability of delivery time. Two sets of models are estimated, namely, the generalised and mode-specific choice models. The results suggest that the most important determinants of modal choice are the economic costs of transport services and freight rates charged, although their significance varies considerably between groups of industrial freight and transport modes. However, it would seem that service competition would lead to greater modal shifts than freight charge competition among the freight related to consumer goods, and that the public modes of freight transportation including the railways can attract a reasonable amount of traffic by offering relatively lower charges. The study provides an important foundation for addressing critical policy issues in Nigeria at a time when the country's national transport policy is being formulated.(A)" @default.
