- W569484529 abstract "With almost 1,000 people dying in road accidents every week in the European Union, of which almost 30% are pedestrian-related, more safety measures are needed to protect pedestrians from the perils of traffic. Video-based traffic detection can offer the means for enhancing safety and reducing the risk in an efficient way. For this purpose, Traficon developed an intersection-oriented application in 1992 with the Computer and Camera Aided Traffic Sensor (CCATS) Video Image Processor (VIP) 3 Vehicle Presence Detector. The main purpose of this applicaiton was to provide the means for detecting the presence of vehicles at traffic lights. Feeding the traffic light controller with this kind of information could then help the controller to take the appropriate actions. Tests in Avignon, France, in 1997 at some troublesome intersections where traditional inductive loops had broken down showed the detector's ability to guarantee a fluid traffic flow under safe conditions. A refined version is currently one of the key elements within a European project called Watchbird, which aims at integrating camera and video-detector chips into one housing for use at intersections. Finding a balance between guarding pedestrian crossings and allowing a fluid traffic flow is another of the project's main program tasks. As further testimony, VIP3 detectors are now installed at more than 100 sites in the United States." @default.
