- W569678422 abstract "This paper explores the paradox that exists between the travelling public, who seem increasingly to consider access to a private car as essential to allow full participation in society, and transport planners, who are currently considering the practical implementation of road pricing as a mechanism to reduce road travel demand. It explores the key issues involved by reviewing the underlying concepts and most recent research findings related to road pricing and reflecting on what they tell us about the likely success of the current generation of policy proposals. Among the issues raised is the possibility that road pricing may be an appropriate policy tool for encouraging more efficient travel decisions where possible in the short run, but that it may be inappropriate in practice for achieving optimal long run conditions, by influencing the arrangement of activities in time and space. Also, it is evident that insufficient attention has been given to date towards the uses of road pricing revenue. The distributional issues associated with who benefits from its use compared to the amounts paid are likely to be very important in both welfare and acceptability terms, while the use of revenue to fund alternatives to road travel may be essential in order to allow many motorists to change their existing behaviour. Predictive modelling work suggests that the current focus on charging at a very limited number of cordon points within the urban sub-area of a road network may place significant constraints on the maximum levels of welfare benefit that can be achieved.
