- W570119403 abstract "Most of India's National and State Highways have only two lanes. Severe congestion has occurred there, because of the very high traffic demands generated during recent years. It is now realised that these problems should be addressed by constructing expressways having controlled access. The most important factors in planning expressways is perhaps to determine the number of traffic lanes required to ensure fast and safe movement of the expected traffic. It is also very important to conduct traffic operational analysis, to monitor the functioning of the expressway, and estimate at what levels of service different sections would operate, at projected traffic volumes and in different terrains. This paper discusses these factors in the light of current knowledge. The following aspects are considered in some detail: (1) traffic flow characteristics on expressways; (2) levels of service and capacity from Highway Capacity Manual (HCM) curves; (3) expressway planning for traffic; (4) passenger car equivalent (PCE) values for expressways; (5) a basic design example; (6) a suggested approach to planning analysis and feasibility studies of expressways; and (7) an example of the use of traffic matrices for planning.
