- W571837214 abstract "The emerging Intelligent Transportation Systems (ITS) architecture is intentionally structured to be responsive to and encourage private/public partnerships. This architecture, coupled with the explosion in the telecommunications industry, is providing state governments an innovative way to resolve ITS funding problems. States such as Arkansas, Missouri, Maryland, New York, and Rhode Island have formed partnerships to install fiber optics networks along their highway rights-of-way. For the telecommunication industry, highway rights-of-way can be particularly attractive because of the relative ease and low cost of fiber installation. The highway route typically provides cleared terrain with no underground cabling and minimal obstacles for fiber installation. With the convergence of ITS implementation and roadway rights-of-way, an opportunity is created for funding ITS applications. The telecommunications industry has investment interest in obtaining quality rights-of-ways while state toll and transportation agencies are in need of funds in order to deploy ITS services. With innovative partnership programs, the rights-of-way are attractive potential resources for generating revenue and providing enhanced services to the public. This paper will discuss in detail how to leverage rights-of-way, create innovative public/private partnerships, and the key criteria involved for a successful partnership." @default.
