- W572851901 abstract "This article describes a technique for measuring users' access to the public transport network, and considers why it can provide a powerful aid for planners and transport operators. Hammersmith and Fulham Council, a typical London Borough Council, has developed this new methodology for calculating public transport accessibility, together with its 'ACCESS PC' computer program to undertake these calculations rapidly for any location within the Borough. The Council aims to ensure that all people travelling in the Borough can reach or get near to their desired destinations by public transport at all reasonable times of day. Accessibility is highest at 'interchange' locations where several public transport services converge; these locations often coincide with local town centres. Accessibility is lowest at extremities of the Borough. Accessibility to public transport is shown on a map of the Borough as a series of contours, and expressed by an 'accessibility index' that can be calculated easily for any location. The accessibility index at a location is the sum of EDFs for all services accessible to that location, where the EDF (equivalent doorstep frequency) for a service equals 30 / access time, access time = walk time + K x average wait time, K is the service's reliability factor, and times are in minutes." @default.
