• W573285220 abstract "This paper focuses on the development of measures of performance as represented by efficiency measures and seeks to identify the source of efficiency differences among airports. The measures of efficiency are obtained from the use of data envelopment analysis (DEA), a frontier method and an alternative which can be used where the behavioral objective is neither cost minimization nor profit maximization, or where the outputs are not easily defined. DEA has become an alternative to conventional non-parametric efficiency measurement, which relies on superlative index number based measures of total factor productivity. DEA has an advantage over conventional measures since it does not require assumptions such as profit maximization or data on prices, however, DEA-based studies typically use cross-sectional data and therefore are unable to analyze changes in productive efficiency over time. This paper uses panel data on 22 U.S. airports over the time period 1989-1993 to construct a Malmquist index of productivity change which is then decomposed into scale effects, efficiency effects and technical change. The strength of this approach is that it permits firms to target management and investment strategies to yield the greater productivity gains. The approach separates airside and terminals in exploring the sources of efficiency gain since the two components have different production technologies and strategies available to them.
