- W574766947 abstract "The U.S. Federal Transit Administration has established a rigorous framework for the consistent assessment and development of multi-modal transport schemes for which federal grants are sought. This brings together the previously separate public transport and highway planning methods to ensure that all modal options are considered. If successful, regional transport authorities are required to employ consistent methods and indicators to progress from system planning, to preliminary engineering, final design and finally, implementation. The paper outlines these guidelines and their application to a major corridor in Southern California - the Interstate 15 study is now progressing through the federal process. This corridor is currently very topical. Major congestion pricing trials are underway - variable prices are charged electronically, for single occupancy vehicles to access the high occupancy vehicle lanes, according to the levels of congestion on the freeway. The generated revenue is allocated to corridor transport improvements. Currently this provides for new dedicated express buses but potentially it could fund recommendations emerging from the federal study, such as light rail. Locally developed studies which seek federal funds need to be compared at a national level to determine priorities for investment. The paper outlines the federal appraisal criteria which have recently been developed to facilitate this. Innovative methods have been employed, to encompass wider policy aspects such as the relationship with mobility, sustainable land use planning and with areas of poverty, to supplement the more traditional appraisal criteria. Given the current rethink on multi-modal appraisal and the format of transport plans in the U.K., the paper suggests aspects which could usefully be considered in the U.K. context.
