- W574779321 abstract "This dissertation tells the story of how Governor Gerald Baliles attempted to change Virginia's transportation policy-making system during the period 1986-1989. It is organized as a narrative of the history of Virginia's transportation policy system since about 1920. Chapter One describes the theoretical foundation for the case study and the studies of other states' attempts to change their highway policy making systems. Chapter Two describes the background of the Virginia highway program and the beginnings of pay-as-you-go financing. Chapter Three describes how pay-as-you-go financing was supplemented by federal highway aid after 1956 and the important role that federal highway aid has had on highway policy in Virginia. Chapter Four describes the continuing crisis in highway finance and the reasons why Governor Baliles was forced to do something about Virginia's transportation situation in 1986. Chapter Five recounts the work of the Commission on Transportation in the Twenty-First Century, which developed the specific proposals that comprised the Baliles transportation program. Chapter Six describes the implementation of the specific components of the initiative in the legislature and the Highway Department. Chapter Seven describes how highway politics in Virginia has been changed by the initiative and Chapter Eight relates the conclusions of the study to the model developed in Chapter One.
