• W579946319 abstract "The purpose of this study was to assess the effects of service transport system on the costs of transport management and the arrangement of passenger transport as well as on the service level of public transport in municipalities. The objective was also to investigate the usability of service transport from the viewpoint of various user groups. This study examines the effects of service transport on the arrangement and costs of municipal passenger transport as well as customers' experiences and entrepreneurs' views on various service transport systems in 25 sample municipalities that were chosen around the country. The study is based on the interviews of municipal representatives, service transport users, operators, as well as drivers and assistants in the vehicles of service transport. Besides the municipalities, costs were investigated using service transport cost and performance information from the statistics compiled by the state provincial offices. The goal was to categorize service transport on the basis of type, manner of funding and area of operation as well as to determine the use, quality and impacts of different service transport systems from the viewpoint of service users, financiers and providers. The users of service transport are very satisfied with the provided services. Mobility has become easier and increased for two-thirds of travellers. Service transport routes and schedules receive the most negative feedback. Nevertheless, most travellers are satisfied also with these. Service transport has been able to offer public transport services to completely new user groups and new areas. Among those needing municipally-paid trips, the greatest reason for not using service transport is their satisfaction with their current mode of transport service (individual transport). Due to the ageing of population, the development of service transport will require wide-ranging cooperation. Customer-oriented approach will be emphasized. As older customers' capability weakens, the need for assistants, among other things, will increase. This study refers to the fact that providing the possibility for independent travel postpones the need to rely on special services paid by the municipality. New means for organizing, compiling statistics and financing of service transport are required on a national level. The competitive tendering process needs to be facilitated and relating rules further clarified. Information about service transport - especially individual information - needs to be enhanced. The applicability of routes and schedules and the accessibility of fleet need to be constantly monitored and developed. The role of service transport as part of the integrated transport system will be emphasized in the future. While the travel dispatch system is improving, service transport should be developed accordingly to be able to satisfy more comprehensively varying travel needs.
