- W580166144 abstract "Probably the most significant factor influencing the British Government in the debate over whether or not to allow the introduction of heavier lorries, was the prospect of sustantial savings of between L116m in vehicle operating costs per annum. These financial savings, it was said, would be accompanied by a corresponding decrease in other components of total transportation costs, such as environmental costs, resulting from the use of fewer, more efficient vehicles. The increase in gross vehicle weight would therefore be of direct benefit to society and in particular the decrease in vehicle operating costs would mean increased profits for hauliers and reduced producer and final consumer goods prices. The problem with this scenario is that the cost savings resulted from a number of somewhat questionable assumptions and were consequent upon the fulfilment of a number of assumptions which subsequently have not been satisfied. For instance, they were based on the introduction not only of a 38 tonne lorry, but also of a 40 tonne and a 44 tonne lorry. This will have resulted in an over-estimation of the actual benefits. This paper takes an ex-post look at the benefits arising form the introduction of the heavier lorry, presents an alternative approach to that used by the Armitage Report and suggests that the benefits are not nearly so large as was originally suggested.
