- W580359206 abstract "Commuters in Southern California and elsewhere in Europe and the US are encountering incentives aimed at influencing their choice between solo driving and the more environmentally friendly ride- share alternatives of public transport, carpool or vanpool. In Southern California, such incentives include demand management strategies, implemented by employers subject to regulations imposed by agencies charged with improving air quality, and new highway infrastructure, represented by freeway priority high occupancy vehicle lanes and ramp meter bypasses. The employer- provided incentives include, among other things, free introductory bus passes, priority parking for carpools and vanpools, guaranteed rides home, and cost subsidies. A dynamic model of how commuters react to these incentives is developed using two years of data from a panel survey of 1500 commuters. The model attempts to explain the relationships between commuters' mode choice and their attitudes and perceptions concerning the ride-share incentives to which they are exposed. The model allows for causal relationships from attitudes to behaviour and from behaviour to attitudes, controlling for exposure to incentives and factors such as commuting distance, work schedule, occupation, car availability and other household variables. The model is estimated using structural equations with dynamic probit and ordered-response probit discrete and ordinal dependent variables and time-invariant individual specific terms. Tests are made of the strengths of the bi- directional causality between attitudes and behaviour, allowing methodological conclusions to be drawn regarding specifications of attitude-behaviour models in travel demand modelling.
