USDOT's commitment of $700 million to the Corridors and Borders program does not specify how investment can be accurately linked to NAFTA without clear documentation of traffic flow in border states. With 22 ports of entry divided among 4 customs districts, the Laredo district accounts for a majority of activity while the other districts (El Paso, Nogales, and San Diego) do not approach Laredo's trade volume. Studies of trade between the U.S. and Mexico downplay claims that NAFTA has initiated a severe increase in trade by showing that pre-NAFTA trade was already on the rise. A report by Barton- Aschman, The Description of Commercial Motor Vehicle Trade Flow Process, describes the complexity of border crossing inspections and documentation requirements yet there are no significant measures of trade activity that could assist transportation planners. Looking at U.S. policy and investment, the Borders and Corridors program (CBI and NCPD) sets a priority for design, right-of-way acquisition, and construction of highway capacity. program also intends to improve border crossings and facilities as well as the planning of corridor improvements. Funding for the I-69 corridor is intended to create a continuous superhighway between Canada, U.S., and Mexico.
