- W582076284 abstract "Assessment of the effectiveness of the seat belt legislation after one year shows that the initial dramatic gains in belt usage had eroded considerably despite a substantial gain in public support for the legislation. To establish a basis for further action, surveys of belt use were undertaken to measure usage both province-wide and on expressways. Roadside surveys were also taken to measure public attitudes. A province-wide roadside survey carried out in May 1977 established belt use of drivers at 48.9%, a slight decrease from the 50.0% measured in November and December 1976. Belt use of drivers on expressways, as determined by an observational type survey in May 1977, was estimated at 47.5%. Belt use of drivers, both province-wide and on expressways appears to be stabilizing between 45% and 50%. Drivers who appeared to have decreased their belt use constituted nearly one-fourth of the population sampled and they were basically in support of seat belts and the seat belt legislation. The reasons given for not wearing their belts included forgetting to buckle up (nearly 35%), inconvenience (31%), and unnecessary (28%). The fact that these drivers wore their belts regularly immediately following the commencement of the legislation suggests that some type of prodding, such as education and/or increased enforcement, might be effective in making them regular users again." @default.
