- W584501493 abstract "In 1987. the federal Strategic Highway Research Program (SHRP) was created to develop Superpave, an attempt to correct rutting problems on high-volume asphalt roads by developing a new federal system for designing hot-mix asphalt. Now, however, critics say that Superpave itself needs fixing, claiming that some Superpave surface mixes do not have enough asphalt binder in them. This article describes efforts by various state departments of transportation (DOT) at fixing the mixes by reducing air voids or lowering design compaction levels. In Colorado, for example, the DOT decided on a case-by-case basis to lower air voids content from four to three percent." @default.
