- W584834 abstract "ABSTRACT - Using historical documentation and his own personal recollections, the author examines the construction of links between the different parliaments of Italy, Europe and the USA. The subject is one in which the author has first hand experience, both on a practical level, having helped forge some of the links and on an academic level, having studied them. Citing his own personal studies of American democracy, he analyses the political dialogues between America and Europe during the seventies, dialogues which were heavily conditioned by the problems of security at that time. His influence within the American administration can clearly be seen by a telegram sent by him to Nixon in 1972. The latter deals with the Vietnam War and calls upon Nixon to make the protection of the civil population a higher priority. Other correspondence describes the thorny question of a visit of the Italian parliament to the USA in 1975, a visit that was made all the more difficult by the presence of Italian communists amongst the various senators and deputies. Here we see how the author, in his role as the designated president of the group, defended the whole of the parliamentary delegation, challenging the American objections in the name of institutional dignity and democracy, notwithstanding his own publicly avowed support for the transAtlantic pact. Even after this, the author still remained a major point of reference in Italo-American relations and on a more general level a bridge between the USA and Europe as a whole. So much so, that in 1976, as President of the Commission of Political Affairs within the European Council, he was asked to make a gesture celebrating the centenary of American independence. As such, he had the honour of presenting a message from the European Parliament in Strasbourg to the American Congress, exalting the virtues of democracy and liberty. His role continued while working for the association of ex parliamentarians, where he continued pushing for closer interparliamentary links between the USA, Europe and Italy. His participation in the “Spring reunions” together with their American equivalent, brought him into contact with a series of high ranking figures, including the president George Bush senior. Here the theme was always that of ethics in democracy and politics. It was upon the basis of these principals and in particular upon that of the principal of representation that the relationship between the ex parliamentarians was eventually cemented. The author’s role in this process is clear – he was nominated President of the Association of Italian ex parliamentarians, a position he held between 1992 and 1995. Indeed, after yet more trips to Washington, in 1991, 1993, 1994 and 1995, organising cultural exchanges, he was eventually awarded the title “valued friend”.RESUME - L’auteur examine au moyen d’une documentation historique et de souvenirs personnels la construction des relations interparlementaires entre l’Italie, l’Europe et les Etats Unis, a laquelle il a contribue intensement et qu’il a illustre egalement sur le plan scientifique. Il cite ses etudes sur la de-mocratie americaine, egalement par rapport a l’Europe et au dialogue reci-proque, dans les annees soixante-dix, durant les temps difficiles car condi-tionnes par les problemes de securite. Interlocuteur de prestige de l’Admi-nistration americaine, comme le demontrent un telegramme de 1972 a Nixon, afin que l’on donna au Vietnam la priorite a la protection des populations civiles, et d’autres correspondances significatives, il decrit, en parti-culier, l’importante question de la visite interparlementaire italienne aux Etats Unis de 1975, compliquee par la presence dans la delegation de depu-tes et de senateurs communistes. Nous pouvons voir comment l’auteur, en-tant que president du groupe designe, defendit l’entiere representativite du Parlement contre la perplexite americaine au nom de la dignite de l’institu-tion et de la democratie, malgre sa ferme conviction atlantique. Meme par la suite, l’auteur aurait constitue un point de reference dans les relations entre les deux pays et entre les Etats Unis et l’Europe en general, si bien qu’il fut charge, en 1976, pour le centenaire de l’independance americaine, en tant que President de la Commission des Affaires Politiques du Conseil de l’Europe, de presenter un message de l’Assemblee parlementaire de Stras-bourg au Congres, en l’accompagnant de l’exaltation de la democratie et de la liberte. Son rapport devait encore se poursuivre avec l’activite pour l’Association Ex Parlementaires et pour l’elargissement des relations inter-parlementaires entre les Etats Unis, l’Europe et l’Italie avec la participation aux “reunions de printemps” de l’organisme analogue americain, avec des rencontres de hauts niveaux, y compris celle avec le president George Bush senior, toujours sous le theme de la democratie ethique et politique.
