- W586345712 abstract "The author of this paper considers why so many bridges in the USA have deteriorated and how this situation could be improved. He argues that civil engineers should plan, design and construct bridges as if they were to serve the travelling public for ever. Engineers should produce optimal bridges at the minimal cost, consistent with no loss of safety, quality, or aesthetic appearance. When they plan, design and construct with the aim of durability, their bridges will become functionally obsolete long before they become structurally defective. Aspects which need improving are discussed. These include drainage, the use of weathered steel and bridge joint design. The design phase has the largest impact on the quality, durability, and cost of a bridge. Quality should meet the client's requirements within the available budget. It is essential that contractors are quality conscious, inspectors are conscientious, and the many details of construction are executed as shown in the plans. Proper maintenance does not occur sufficiently often, and if delayed can later require very costly rehabilitation. Eventually, it may no longer be cost- effective to continue maintenance, and the difficult decision of whether to replace the bridge must then be made. Strict attention must be paid to the need for quality planning, design, construction, and maintenance, which should be incorporated into a comprehensive bridge management system to ensure the effective use of resources.
