- W587299718 abstract "Objectives for a community bus service were identified as (a) providing a means of improving accessibility to community facilities for that portion of residents which would otherwise be immobile; (b) supplementing the existing public transport facilities in order to promote communications within the municipality; (c) reducing the need for the duplication of certain types of community facilities and to take advantage of the improved service available by the centralization of facilities such as the library. It appears that the st kilda community bus is fulfilling the role which it was intended for. Some criticisms has been received by the council that it is an ineffective and expensive way of meeting such a need, but the council did not set out to meet a welfare need but rather a transportation need, and further that the service be accessible to any residents irrespective of income or age." @default.
