- W58967084 abstract "In 1968, Ocean Hill-Brownsville, one of New York's worst slums, was the scene of a conflict which brought New York teachers out on strike several times in rapid succession. The immediate issue was the decentralization and of the New York public schools. So far these had been administered by a highly professionalised bureaucracy under a city board of education. Already in the fall of 1966 black parents in Harlem had boycotted Intermediate School 201. They were angered over a new system of intermediate schools, which had been brought in to reduce de facto segregation, but had turned out to be as segregated as ever. From that moment on, as many contemporary commentators, among them the New York Times pointed out, three separate views of desired change began to coalesce. Black parents, and some black administrators, adopted ideas of community control which were very much in the air in both New Left circles and in official views of the War on Poverty. On similar grounds many liberal intellectuals joined in. Thirdly, those powerful people whose concern was with the over-all tranquillity and economic prospects of New York City and whose children would not be attending the public schools in any case, took up the idea of community control, too. Between them, they formed a potent political alliance able to carry the day in total neglect of the less dramatic plight of middle-class and working-class parents and teachers. With the active participation and the financial support of the Ford Foundation a plan for decentralising the schools was adopted in the spring of 1967 by the Board of Education. Local boards were set up to run the schools in three pilot districts, Ocean Hill-Brownsville among them. A few weeks after the Ocean Hill boards went into operation a panel of prominent citizens, headed by McGeoige Bundy of the Ford Foundation, announced its over-all recommendations. All schools in New York were to be handed over to between thirty and sixty small local school boards. The teachers' union attacked the plan as Balkanization.
