- W590600028 abstract "The Maryland Department of Transportation (DOT) avoided roughly $24 million in telecommunication costs for the price of a study and the willingness to change course. In Maryland, the State Highway Administration's telecommunication needs for managing the agency were being considered quite separately from the telecommunication needs associated with their Chesapeake Highway Advisories Routing Traffic (CHART) advanced traffic management system. A communications team formed and determined the need for a systematic and comprehensive study of alternative telecommunication options, from the perspective of traffic systems needs, business applications needs, and the statewide communication needs of sister agencies. Results pointed in a very different direction than the course that had originally been set: decentralized versus centralized, leased versus owned, and accommodating multiple functions on the same network. While the conclusions of the study may be somewhat unique to Maryland, the message of the study is more universal: telecommunication is not the core business of DOTs, yet the long-term consequences of telecommunication decisions and actions will have a significant impact on core business, capital, and operating budgets. It is recommended that state DOT leaders put together a technical team of all stakeholders when debating telecommunication needs and have them guide a systematic and comprehensive study by an independent expert.
