• W596371435 abstract "This paper presents recommendations to Pace, the suburban bus division of the Regional Transportation Authority in northeastern Illinois, on alleviating many of the access-to-jobs problems imposed on Temporary Assistance to Needy Families (TANF) clients in the Chicago metropolitan area. Spatial and sociodemographic data on TANF clients, locations of entry-level jobs, household travel survey data, travel time estimates for both automobile and transit trips, and the highway and transit networks and zone system in a six-county area are used. Travel demand models were used to locate potential corridors of TANF clients. Findings show that, although most TANF clients reside in Chicago, only about 17% of the entry-level jobs are located in the Chicago central business district. This spatial distribution of TANF clients and entry-level jobs imposes challenges for transit service provision. Travel times by transit are shown to be considerably higher than by automobile. Targeted vanpool service or express buses could be instituted in those travel corridors where travel times within the current system are extreme. A study of 30 representative neighborhoods throughout the Chicago area demonstrated that there is wide variation in travel times to job destinations from different neighborhoods. An index that combines travel times to jobs and spatial competition of job opportunities showed the area around the Chicago central business district ranks lower in the accessibility index than many other areas in Chicago. Job stability appeared to be related to access to private transportation. Since many TANF clients are women with children, their need to chain trips or perform multiple activities in the same trip chain needs to be considered. Recommendations are made regarding the types of transit and transportation services needed for both work and non-work trips.
