THE CONTENT OF CLAY SIZE PARTICLES IS 60-70% AND THE PLASTICITY INDEX 60- 100%. THE CLAY IS FISSURED AND CAN BE BROKEN INTO PIECES. THE MOJOR GEOTECHNICAL PROBLEMS ARE ENCOUNTERED IN CONNECTION WITH BEARING CAPACITY AND SETTLEMENTS OF THE EMBANKMENT. TEST SECTIONS REVEALED THAT FAILURE TOOK PLACE AT NOMINAL SAFETY FACTORS OF ABOUT 1.5, BASED ON THE VANE SHEAR STRENGTH. THIS MAY BE EXPLAINED BY THE EFFECT OF RATE OF STRAIN ON THE SHEAR STRENGTH. FOR TWO IDENTICAL TRIXIAL SPECIMENS, BOTH CONSOLIDATED ABOVE THE PRECONSOLIDATION PRESSURE, THE UNDRAINED SHEAR STRENGTH FOR A SPECIMEN USING 5 MINUTES TO FAILURE WAS 1.5 TIMES HIGHER THAN THE SHEAR STRENGTH OF THE OTHER SPECIMEN, USING 7 DAYS TO FAILURE. THIS IS ILLUSTRATED AS IS THE EFFECT OF CHANGING THE RATE OF STRAIN AFTER FAILURE. THE SETTLEMENT PROBLEM IS ILLUSTRATED. FOR A TEST SECTION, A LOAD OF 5 T/SQUARE METERS CAUSED SETTLEMENTS OF 90 CM DURING 1.5 YEARS. A PART OF THE TEST SECTION WAS EQUIPPED WITH 5 M DEEP SAND DRAINS. THE SETTLEMENTS FOR THIS SECTION AMOUNTS TO 115 CM AFTER 1.5 YEARS. BASED ON STANDARD CONSOLIDATION TESTS, THE PRECONSOLIDATION PRESSURE WAS FOUND TO BE 70-100% HIGHER THAN THE EFFECTIVE OVERBURDEN PRESSURE. GEOLOGICALLY, THE CLAY IS NORMALLY CONSOLIDATED. USING DIFFERENT RATES OF LOADING, THE PRECONSOLIDATION PRESSURE DECREASED FOR INCREASING DURATION OF EACH LOADING STEP. THIS INDICATES THAT THE PRECONSOLIDATION EFFECT IS CREATED BY SECONDARY CONSOLIDATION. HENCE, THE TOTAL SETTLEMENTS AFTER A LONG PERIOD OF TIME HAD TO BE COMPUTED AS FOR A NORMALLY CONSOLIDATED CLAY. THE CLAY IS EXTREMELY COMPRESSIBLE AND THE COMPUTED TOTAL SETTLEMENTS ARE VERY LARGE. HOWEVER, THE PERMEABILITY OF THE CLAY IS SMALL AND THE DESIGN HAS BEEN BASED ON THE REQUIREMENT THAT THE ROAD SHALL KEEP ABOVE THE FLOOD ELEVATION FOR 10 YEARS AFTER THE ROAD HAS BEEN COMPLETED. AT THE SOFTEST SECTION OF THE ROAD, THE ESTIMATED SETTLEMENTS OF A 2.5 M HIGH EMBANKMENT WILL AMOUNT TO 110 CM DURING THIS PERIOD.
