- W600493661 abstract "As the former CMEA-bloc countries reform their economies and expand their international trade, a major question remains whether the policies of the governments are effective in developing agribusiness or trade reform through proper incentives. For each of these countries, their trade, finance, and agricultural policy leaders are seeking ways to assist in improving foreign exchange and the balance of payments. One approach that researchers have used to evaluate this assistance is the PSE, or Producer Subsidy Equivalent, measure of agricultural policy support. Internationally, this is very important as the GATT, NAFTA, the Black Sea Common Market, and other international discussions focus on ways to improve the mechanisms of trade. As both the CAP (Common Agricultural Policy) of the EC and U.S. trade policy have shown, trade supports can have costly and distorting effects on both producing and processing industries and on international market prices. In a key agribusiness and agricultural exporting country in Central Europe-Bulgana the authors have reviewed the policies, calculated the PSE of recent government policy, and focused on the options available for future policy leaders. A decomposition of the PSEs is provided, with detailed analysis of changes that occurred in agricultural protection. Furthermore, alternative options are reviewed and outlined for further research and policy debate.
