- W602655018 abstract "In the last few years, the European Union (EU) has become greatly concerned about the environmental costs of road transport in Europe due to the constant growth of the market share, for shipping freight, of trucks and the steady decline of the market share of railroads. In order to reverse this trend, in 2006 the EU passed a new Directive obliging the member states to impose fees on trucks in their trunk networks by 2012. However, the EU policy is being criticized because it omits any provision for private cars and other transport modes such as the railroad. In this paper, we first describe the evolution of the Heavy Goods Vehicle (HGV) charging policy in the European Union, and assess the practical implementation of the HGV charging policy in different European countries. Second, and of greater significance, by using the case study of Spain, we evaluate whether the implementation of a fee on HGVs fulfils the principles of allocative efficiency that is the basis for modal fairness. We found that for the case of Spain the truck industry has a larger coverage ratio of the marginal social cost produced by it than does the freight railroad industry. The reason for this result lies in the large amounts of money paid by the truckers in discriminatory fuel taxes and the subsidies that continue to be granted by the government to the railroad." @default.
