- W603031542 abstract "The project, an Interreg IIC-project, is focused on the transport system and bottlenecks, which can obstruct a positive growth in the North Sea region. In systems for cargo carrier units there is a tendency towards concentration of cargo flows and resources on fewer channels. This allows advantages in service and economy of scale in these channels, but can result also in advantages in other and for other actors, if critical losses of cargo or resources appear. Concentration could also imply increased demand of society-owned resources, e.g. physical infrastructure or local environment. A basic framework is developed in the project to treat bottlenecks in a transport context. Bottlenecks are here defined as factors, which have a negative influence on the system function or benefit for the industry and/or function or benefit for society. An underlying assumption is that the overall goal is to increase the total productivity in the transport system with the same or less input of resources and impact on the environment. Twelve operators in the transport market have been interviewed. The case studies have been used to identify and evaluate specific bottlenecks. Reports from official institutions and transport organisations have been used as a complement on a regional and national level. Specific bottlenecks are standardised through relating them to transport system components, which enables to treat the bottleneck phenomenon in a generalised way. Bottlenecks in their real form and on a detailed level are depending on each operators business characteristics, geographical location and so on. In the underlying model of the transport system, components as e.g. environment, politics and trade structure, are parts of the transport system, but could only indirectly be influenced by the transport operators themselves and define the system structure. The bottleneck concept is a dynamic phenomenon, because bottlenecks change form, place and significance over time. A specific bottleneck can be reduced or eliminated, but at the same time, the significance of other bottlenecks increases.
