- W60518152 abstract "The Second Shanghai Urban Environment Project will provide support to the Shanghai Municipal Government (SMG), in its effort to achieve ambitious environment improvements, and urban upgrading. This executive summary to the environmental assessment (EA) framework provides the regulatory, and policy framework, and, a methodology framework with which the detailed EA will be conducted for specific physical investments. It further provides a generic assessment of potential impacts, based on the types of the components to be included. Mitigation measures are stipulated as follows. Dependent on the characteristics of the receiving water, a variety of one dimensional and/or two dimensional model tools will be required to analyze the impact of the discharges on surface water bodies in the Shanghai area. The water quality model will be primarily used for assessment of project impacts, and should be calibrated with respect to existing conditions. The models will be applied for both high and ebb tides, during the dry season, and during the emergency conditions when the wastewater treatment must be closed, and wastewaters will be bypassed without treatment. Sludge disposal is probably the single largest adverse environmental impact a large wastewater treatment project can generate. Impact assessment for wastewater treatment plants must include detailed assessment for sludge handling and disposal, including sludge generation, thickening and dewatering, storage, hauling, and disposal. Air emissions sources from various project facilities in both construction and operation stages will be identified, and assessed through dispersion models to determine potential adverse impacts in project areas, particularly schools and residential areas. Newly built residential areas within wastewater treatment catchments, should discharge their wastewaters through a separate system installed within the residential area itself; wastewater generated from restaurants, recreation spots or services locations, should undergo oil and residue removal pretreatment before discharged into a wastewater collection network and, disinfection should be applied to wastewater discharged from hospitals. Construction noise disturbances shall adopt the Limiting Values in Construction Area standards. Dam safety assessment should be identified, implementing the standard dam safety measures, and necessary remedial works. The use of biological or environmental control methods should be promoted, and, reliance on synthetic chemical pesticides reduced. In general, pest control is implemented through Integrated Pest Management (IPM) approaches. Regarding public health projects, controlling pests primarily through environmental methods is strongly supported. As needed, the capacity of the country's regulatory and institutional framework should be strengthened to promote and support safe, effective and environmentally sound pest management." @default.
