- W60906003 abstract "This paper looks at globalization, the influence of business lobbies, and education reforms in the US, Germany, and Italy since 1980. Despite traditional strengths in different types of industrial production requiring different types of worker skills, and despite evidence that firms in different countries adopted globalization strategies to capitalize on the skill strengths in their home markets, I argue that employers and politicians in all three countries adopted similar policy preferences for skill building reform. In all three countries, business leaders had an unprecedented impact on the shape of skills reforms since the 1980s. Moreover, the sweep of new policies – aligning academic institutions toward the market, and emphasizing general/academic knowledge over industry/vocational skills – belied traditional strengths of producing in non-liberal market economies." @default.
