- W609573000 abstract "The author argues that the key issues for productive infrastructure management are: 1) what infrastructure do we currently have? 2) what condition is it in? 3) how is it being utilised now and how much will it be used in the future? 4) how will it deteriorate under that use? 5) what condition should it desirably be in, now and in the future? 6) what measures can be taken to achieve that condition? 7) how can the effect of those measures be monitored? the paper shows how new technology can improve productivity in each of these areas, drawing from the author's experience in the roads field. On questions 2 and 3, the paper shows that the technology exists to permit infrastructure managers to know the extent, use and condition of their infrastructure in a useful and usable way. Often the problem will be how to confront, assimilate, assess and then react to the mass of data being presented. New database, graphics and processing technologies will allow emphasis to be placed on the selection of relevant data and on displaying it in a useful way. More difficult queries may well be the judgemental criteria to be applied to the data to decide whether and when to act, and the assessment of future usage patterns. On question 4 it is argued that we can only be productive in retrospect if we have useful prediction tools for determining how our infrastructure will deteriorate in use. This will require some advance investment in r & d. Question 5 will require a more realistic assessment of needs and some further r & d on the operating costs associated with various condition levels, as final action must depend on optimising community costs. Question 6 relates to the considerable promise of new materials technology, whilst the final question reminds us that all actions need to be evaluated. Such evaluation tools giving realistic and rapid answers are now possible. But the final evaluation must be on a systems basis. The paper ends with a small future fable showing how the new technologies might begin to influence our infrastructure management." @default.
