- W61151258 abstract "IV /iosT regions of the world today, whether they like it or not, come under ' ' the strategic umbrella of super-power inter-action—that is the con frontation (or co-operation, if detente is operating) between the United States and the Soviet Union. Thus, the course of most regional conflicts acquires the characteristics of a dual level confrontation : a lower level confrontation of the nations immediately involved and an upper level one of the super-powers. As recent history shows, the course of the conflict is, more often than not, decisively influenced by the interactions at the upper level rather than realities at the lower. One might be led to suppose therefore that this circumstance of over all strategic dominance by the two super-powers does not leave room for any other category of power status than that of minor powers. In absolute terms there might be some validity in this argument but in terms of international relations and behaviour, there can—and does—exist an inter mediate category of power which, to the extent that it must confine itself to a range of options within the postulates of the upper level inter-action, is able to influence regional security beyond its own national boundaries. An obvious example is China, which is not yet a super-power but which does possess the political and military potential to influence Asian conflicts in the eastern region.
