- W612666462 abstract "This article reports on how new traffic demands have led to the need for new test methods to measure the stresses caused by heavy vehicles. The roads constructed by the Ancient Romans survived for about two millennia because they were designed to operate under heavy loads in all weathers, and maintained regularly. In the early 19th century, Telford and McAdam devised scientific systems of road construction which are still used, usually with the addition of a bituminous top layer. However, repetitive compressive loading of roads by many heavy lorries can lead to complex fatigue-type failures in pavements and in the layers below them. Although many legislative and administrative authorities find it more convenient to base their taxes and road tolls on gross vehicle weight rather than maximum axle weight, this approach is no longer sensible. However it would be useful to measure the actual dynamic loading imposed by the passing of a loaded vehicle axle, before completing the long overdue revisions of technical specifications. This is why the EU is now supporting weigh-in-motion (WIM) studies, to obtain quantitative data of traffic flow, the sizes and distributions of loads carried, and resulting road deterioration.
