- W614495513 abstract "Current practice for the operation of pedestrian crossings within urban traffic control (utc) areas is discussed. Pedestrian delay is evaluated using simulation and alternative strategies considered. This paper describes a study of the operation of pelican crossings within areas where urban traffic control systems such as transyt and SCOOT are used to coordinate signals. The results of consultations held with a number of highway authorities are discussed, particularly in relation to current practice and the relative weighting given to pedestrians and vehicle occupants at pelican crossings operated as part of a utc system. The overall impression was that most highway authorities install utc systems primarily to ensure efficient vehicle movement through congested areas and that pedestrians are assisted where possible, within this context. Neither SCOOT nor transyt consider pedestrian delay explicitly and the maintenance of a reasonable level of pedestrian delay depends on the skill of the traffic engineer. A simulation model is used to assess pedestrian delay at pelican crossings under a range of operating strategies within utc areas. It is concluded that where a pelican is coordinated with other signals in a linked system, signal imposed pedestrian delay will often be significantly higher than for independent operation. The disbenefit to pedestrians of linking the pelican is most pronounced at low pedestrian flow.
