- W61538658 abstract "Walking is an important mode of transport. Every journey begins and ends as a walk trip. Every person including one with disability and reduced mobility has the right to have a seamless journey from the point of origin to destination. Samarthyam, National Centre for Accessible Environments, conducted a research study supported by the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities (Ministry of Social Justice & Empowerment, Government of India) to assess, document and provide recommendations for Right of Way, road safety and pedestrian infrastructure with respect to persons with developmental and other disabilities. Within the scope of the study, a 1.5 km pilot project area was identified around the National Trust office, in central Delhi, India. This is one of the most crowded commercial and shopping areas of Delhi, visited by people from all corners of the metropolis, as well as domestic and international tourists. However, it presents a dismal picture as far as pedestrian facilities are concerned. Empirical data analysis based on manual traffic and pedestrian counts; experiential exercise; questionnaire survey; road safety access audits of road crossings; intersections & street infrastructure and comparative study of existing guidelines & standards was undertaken. Road safety access audits revealed that sidewalks are encroached upon as there is no dedicated parking and hawker zone; pedestrian amenities are non-existent and there is practically no segregation of vehicular and pedestrian traffic. Other barriers such as high curbs, absence of level crossings and auditory signals, inadequate signage were also identified during experiential exercise. All the stakeholders were very receptive to the research study recommendations, which are currently being implemented in phases in the pilot project area. In the first phase, curb ramps and accessible median refuges at signaled light intersections have been provided. The second phase constitutes provision of information signage, handrails and elevators for pedestrian underpasses including adequate safety and illumination measures; are underway. In addition, auditory signals & directional signage in Braille, tactile paving on sidewalks, accessible parking and resting spaces are under active consideration. This research project serves as a replicable model for implementation in urban and semi urban areas in other parts of India. Therefore, it offers a unique opportunity to bring to the limelight issues related to Universal Design. It demonstrates the access needs of pedestrians with disabilities and highlights the efficacy of pedestrian safety audits to implement necessary improvements. The study proposes amendments/ additions to the existing standards and guidelines of regulatory authorities. Strategic changes in the existing system with sustained, collaborative and concentrated efforts from the users, service providers and stakeholders will help develop a more intuitive and inclusive environment. Barrier-free street and road infrastructure is essential for safe, convenient and low fatigue travel for both disabled and non-disabled persons. No special provisions for so called “special or vulnerable people” are required; Universal Design suffices." @default.
