- W616064199 abstract "Congestion’s impact on the transportation network is often measured in terms of travel delay or economic impacts. Less work has been done to consider the impact of congestion on highway safety. This research examines the impact of congestion on traffic safety by comparing crashes that occur on congested roadways to crashes on similar roadways with little or no congestion. Crashes were also categorized and compared based on whether they occurred during peak travel hours or during non-peak hours. Specifically, this research uses Massachusetts crash data to examine crashes on four urban Interstates and four urban arterials that are commonly congested during peak travel hours. Crashes occurring on these eight roadways during peak travel hours (when there is the greatest congestion) are compared to crashes occurring on the same roadways during non-peak travel. In addition, as a point of comparison, crashes on the eight identified roads are compared to crashes occurring on similar roads in other urban areas where congestion is less prevalent. The results of this analysis show that crashes occurring in congested conditions are less severe and more likely to be rear-end collisions. Additionally, this research found that on the Interstate segments considered, the highest median emergency department charges were associated with crashes on congested roads during non-peak travel hours. This research also points to interesting results on the similarities between congested road non-peak travel and comparison road peak travel crash characteristics." @default.
