Its purpose is rather to introduce or re-introduce into a still lively discussion materials for such a theory that have hitherto been either misused or not used at all. The inspiration—I choose this word advisedly—for this undertaking is derived ultimately from the teaching of C. E. ('Tom') Stevens, proximately from the publi cation of a Festschrift in his honour.1 Other tasks prevented me from participating scholastically in that richly deserved tribute, so I hope that this note may both serve to mark my pietas and to make a few more pearls of 'Stephanine doctrine' available to a wider public than those privileged to have been his pupils. The vitality of the discussion about Augustus' first 'settlement' can be gauged from the recent appearance of articles by estimable scholars claiming to provide fresh solutions to old problems or suggesting that what have seemed to be problems are not so at all if they are only looked at in the right way.2 Yet for all its liveliness there appears to me to be a serious flaw in the terms in which the discussion is now framed. There is too much von Ranke, as it were, not enough Beloch. For as historians 'wir sollen erkennen, nicht nur wie es eigentlich gewesen ist [the dictum of Ranke] sondern warum es so gekommen ist und so hat kommen miissen'.3 I have had occasion to criticise elsewhere in this journal a similar abnega tion of 'what since Herodotus has been the primary function and responsibility of the historian stricto sensu, explanation'.4 I trust that this abnegation is not symptomatic of an incipient trend in the historiography of ancient Rome." @default.
