Maintaining some form of the Revenue Aligned Budget Authority (RABA) is a concern of industry leaders. Other trends include states' increasing policy of farming out management of transportation projects to outside consultants, including managing tollways and field engineering. Transit work continues at a steady rate, and a major upgrade of western coalfields lines is also on track. Airport work is dominated by growing privatization, added construction for security concerns, and the reauthorization of the Aviation Investment and Reform Act (AIR-21).
