- W617682534 abstract "In East St. Louis, Illinois, a system of elevated roadways provides access to the Poplar Street Bridge that crosses the Mississippi River. The elevated system was designed in the 1960's with no significant seismic performance requirements. Recent seismic evaluations of the structures indicated that current AASHTO seismic demands would cause extensive damage and long-term loss of use. After replacing the system's two main roadways, the Illinois Department of Transportation (IDOT) began a project to improve the seismic resistance of remaining sections. Wiss, Janney, Elstner Associates, Inc. (WJE) developed seismic retrofit methods that could both provide performance that exceeds current AASHTO seismic design requirements, and be implemented for a small fraction of the cost of replacement. The WJE design included cutting of main column base dowel bars to force inelastic deformations to occur in easily accessible and therefore, easily modified elements of each pier. In these areas, reliable inelastic deformation capabilities were established by providing external confinement for anticipated hinge locations. Other modifications included bumpers, ties and bracing designed to engage, and fully develop, the capacities of currently inactive or underutilized piers." @default.
