- W619226544 abstract "This paper explores how to plan and develop more flexibility into the design and operation of managed lanes. Managed lanes are becoming more widely applied in congested urban areas as a means to address improved mobility and offer travel choices to commuters. Managed lanes can take the form of express-toll lanes, HOV lanes, HOT lanes in some instances pro-actively managed roadways. In all cases management is performed in real time to gain the greatest efficiency and use out of the dedicated lane or roadway. Too often only one or several user groups are targeted in a HOV or HOT lane, without the deep future perspective of how demographics and commute patterns evolve over time, how technology may change, how operation and enforcement is performed and how efficiency in lane performance is perceived and preserved. Hindsight is always better than foresight. A 30-year legacy of planning, building and operating HOV lanes in particular and managed lanes in general offers an opportunity to examine in various examples what some best practices may offer looking forward. Past and present experiences provide guidance in how flexibility can be protected and indeed, structured within the environmental planning process, concept of operations and design for a project. Taking advantage of these best practices can offer ways to protect the managed lane investment and allow them to serve many different and changing needs as a key mobility resource in perpetuity." @default.
