- W621047111 abstract "1970年代以降の福祉国家再編の過程で, 家族を中心とする私的な関係性のなかで対応されてきたケアが社会問題として位置づけられ, 独自の政策的対応を必要とするようになった. しかしながらこの過程は, 単線的に, そしてスムーズに進んだわけではない. とりわけ家族主義的な規範が根強い日本社会では, ケアを「家族」に繋ぎとめようとする抵抗勢力がかたちを変えつつ存在し続けている. 本稿では, 70年代以降のケア政策の動向を追うことにより, 各年代の政策が前提とする, あるいは期待する家族モデルがどのように変容してきたかを明らかにすることを目的とした. 取り上げる政策範疇は子育てと高齢者介護における「労働」「費用」への支援策とし, 主要な分析資料は各種政策文書に求めた. 分析の結果, 70～80年代には子育て支援・高齢者介護政策ともに, 性別役割分業型家族を前提としたケア政策が採られたが, 90年代以降にはそのモデルは分岐していく. 子育て支援策においては, 男女の雇用環境の変化とこれにともなう家族の変容が認識されつつも, なお「男性稼ぎ手家族」を完全に放棄できない現状がある. 高齢者介護政策では, 高齢者の居住形態や介護態勢の多様化を受けて, 少なくとも制度設計上は「個人単位」が前提とされるようになった. ただし, 両領域ともに政策の家族モデルと社会的現実との齟齬は大きく, 多くの課題が残されている." @default.
