Thus, in what De Zwart (2005) describes as the ‘dilemma of recognition’, discussions on rights could ultimately lead to a heightening of intergroup tensions. Furthermore, the granting, or recognition, of collective rights to one group might also lead other groups in the country to claim the same rights (Bourhis and Foucher 2012); therefore, possibly creating or exacerbating tensions with other groups.
