- W62304876 abstract "The United States of America has always been a culturally diverse society, but concept of culturally diversity has never been at foundation of American educational system. It is this fact that has caused much strife within system that was formally designed to educate children of this country. Initially, problem was not apparent because educational system was expected to serve English-speaking colonists or other people of Anglo-Saxon descent who were able to assimilate into mainstream culture. The minority groups in this country who deviated significantly from mainstream culture were (1) placed in position of being rejected and therefore not able to assimilate, and (2) they were considered not worthy or politically feasible to educate. According to Ploski and Brown (1967), there were even black codes which forbade education of Black people during early decades of this country's development. So, while melting pot concept worked for many immigrants from different parts of world who came to this country searching for many kinds of freedom, concept has never worked for such groups as Native Americans, Spanish Americans, Black Americans, and Oriental Americans. The inference that can be drawn from this very Hitlerian premise is that historic sociological and philosophical mood of this country was that only Anglo-Saxon culture and those men who could assimilate into it were of any value. The basic premise underlying assumption of cultural deficiency was contention of cognitive deficiency. E. B. Tylor (1874) addressed this issue by suggesting that the condition of culture among various societies of mankind, is so far as it is capable of being investigated on general principles, is a subject apt for study of laws of human thought and action.
