The author discusses the role of the law and the use of self-testing devices. The need for public education and responsible management of drinking by government and the catering industry are discussed. Random breath-testing (RBT) is carried out in Australia and there is a deliberately highly visible police activity against drink-driving using mobile Testing Stations known as 'booze-bases'. A weaker form of random testing exists in some states whereby the police must judge informally whether a driver is impaired by drink before testing. A 'motor interlock' has been developed linking a breathalyser to a vehicle's ignition, preventing a start-up if a certain level is detected. A court can require fitting of one of these devices as a condition of restoring a suspended licence. Bars and hotels in New South Wales have had self-testing machines since 1982. There is no evidence that there is extra drinking up to the limit or a reduction in sales. School children are learning about alcohol and its effects on driving as part of the science and social affairs programme and catering staff are being trained to recognise customers who are at risk. A universal zero limit on all drivers is being aimed at, but it is thought that moderate, responsible social drinking will have to be accepted throughout the 1990s.
