- W624309263 abstract "At 9:05pm in Moscow on October 23, 2002, an armed band of terrorists headed by the Chechen field commander Movsar Baraev seized the Palace of Culture of the Moscow Ball-Bearing Factory, where a performance of the musical Nord-Ost was underway. There were more than 900 people in the building, including theater personnel. This chapter on the Nord-Ost terrorist attack is from a book that gathers papers and proceedings from workshops held between 2001 and 2003 of meetings of the Russian Academy of Sciences (RAS) and the National Academies of Science (NAS, United States), focusing on reducing vulnerabilities and improving responses to terrorism. In this chapter, the author describes what happened and how Russian security and law enforcement agencies responded to the crisis. Topics covered include the efforts to free the hostages, the establishment of an operational headquarters, the negotiation process, the roles of the special services unit, the terrorists' use of psychological pressure on the hostages, the weaponry and explosive devices involved, the decisionmaking process involved before storming the building, the use of Fentanyl-based gas as part of the recovery of the building, the emergency medical services that assisted, and the political factions behind the terrorists' takeover of the building. The author stresses that analysis of the evidence gathered during the investigation illustrates the link between this crime and the designs of the ideologists of international terrorism, who plan and finance broad-scale terrorist acts throughout the world. Cooperation between law enforcement and the media plays a role in the process of resolving difficult conflict situations. The author notes that this area needs improvement for future situations.
