- W626409246 abstract "There are many activities and elements of the present highway safety program that are properly state and local responsibilities and that can be accomplished more effectively and efficiently at those levels. We believe the states are increasingly aware of their responsibiities for highway safety and are willing to assume a greater role in highway safety efforts. In fiscal year 1980, 19 percent of all Interstate funds and 42 percent of all other federal-aid funds, exclusive of categorical safety programs, were obligated for safety projects. In fact, states have continually increased the amount of federal-aid funds used for safety over the past several years and have demonstrated that they have the resources and capability to continue a substantial program effort without specific categorical programs. In fiscal year 1974, only 5 percent of regular federal-aid funds, $283 million, was spent on safety projects. In fiscal year 1980, $1.76 billion, or fully 30 percent of system funds, went to safety projects, in addition to another $431 million in categorical safety grants. Therefore, we proposed to eliminate specific funding for safety construction. Congress has not yet acted on this proposal. Under any conditions, safety improvements will continue to be eligible under all major categories and will remain an integral part of highway construction programs. Any reduced federal role will allow states more latitude to utilize limited resources in areas where they have the greatest safety needs. (Author)" @default.
